PSAs Outline

Summary

They’re building a drainage ditch & using this outside laborer for the project, but the residents (employees of the power company, most gone by the time the player reaches the town in act 5 except maybe for one holdout) are very suspicious of the migrant worker. The company fans their paranoia in order to devalue their labor and exploit them. Then the migrant worker dies in an accident and the town is somehow guilty (not helping rescue the migrant worker from flooding, or maybe vaguely hinted that one of them even murdered him). The town doesn’t recover as a community from the guilt + paranoia, and then the WEVP folks move in after the resident workers disband.

Episodes

  1. Introduce Aunt Connie and drainage ditch project. The out-of-towner is on his way.

  2. The out-of-towner starts work on the ditch. The rest of the town mostly shuns him and Aunt Connie encourages it.

  3. Aunt Connie ratchets up the violence of her rhetoric. The out-of-towner is found dead in the drainage ditch. Unclear if he was killed or died in an accident while working alone.

  4. In the next big storm, the body disappears, probably washed into the Echo River. The town is undone by their guilt.
